Best place for learning to sail is near water. Now that I got that out of the way, I would recommend Phuket, I know they have a few sailing clubs check this website

Hi,
I had the best sailing experience actually on Koh Tao which is situated on Thailand’s east coast. There is only one Yacht Charter operator on this beautiful tropical Island called Island Cruises. They do as well four day sailing safaris to the nearby Ang Thong national marine park besides sailing courses. The courses are from absolute beginner level and can keep you busy for a week.The Island itself is a very nice place to spend your vacation with lots of night life and gives you as well a chance to have a stint over to neighboring Island Koh Phangan for the famous Fullmoon Party.
